Jasmina Džinić is an associate professor at the Department of Administrative Science. She obtained her doctoral degree in 2014 at the Faculty of Law, University of Zagreb by defending the dissertation thesis Impact of Quality Improvement Instruments on Organizational Learning in Administrative Organizations. She passed her bar exam in 2008.

She teaches within the university integrated undergraduate and graduate study programmes of law, university specialist study programme of public law and public administration, doctoral study programme of legal sciences, all study programmes held at the Study Centre for Public Administration and Public Finances, and university undergraduate study programme of social work. She is one of the leaders of the Laboratory of Administrative Innovations, a project developed within the seminar Public Management at the professional graduate study programme of public administration.

Her scientific interest especially comprises public management and organisation of public administration, quality management in public administration, supervision in public administration as well as regulation and regulatory reform. She is an author of more than seventy scientific and professional papers in the field of public administration, co-author of the book European Regulation of Professions and Chambers in Croatia: Development of Administrative Profession and Other Professions in Public Administration (2012, Institute for Public Administration) and co-editor of the book Quality and Performance Management in Public Administration (2016, Institute for Public Administration). She has presented her papers at about thirty scientific and professional conferences in Croatia and abroad and she has been a member of organisational committees of ten scientific conferences. She obtained the annual award for young scientists by the Society of University Teachers, Scholars and Other Scientists – Zagreb for the paper Regulatory Bodies and Regulation: Some Problems Connected with Issuing Decrees for Law Implementation in 2012 and the Mzia Mikeladze PhD Thesis Award by the NISPAcee for the best doctoral dissertation in the field of public administration and public policies in Central and East Europe in 2015. Within the COST Action IS1207 Local Public Sector Reforms: An International Comparison, she spent three months at the Autonomous University of Madrid. She has participated in several scientfic and professional projects.

As of December 2021 she is a member of the Committe of Statutory Issues of the University of Zagreb. She is a deputy quality assurance coordinator and member of the Quality Assurance Committee and Board for E-learning of the Faculty of Law. She is an expert for professional evaluation of applications for professional standards and competencies in the sectors: law, political sciences, sociology, state administration and public affairs.

She is a member of the Institute for Public Administration, Scientific Committee for State Administration, Justice and Rule of Law of the Croatian Academy of Sciences and Arts and a regular member of the Academy of Legal Sciences in Croatia. She is a member of the editorial board of the Croatian Journal of Social Policy.
