Description
Welfare mix is offered as a conceptual framework for the privatisation of the existing social programs. The concept of privatisation has a special significance here, and should be developed in an appropriate manner. Empirical testing should be directed to the possibility of efficient co-operation and partnership of different actors (the government, local self-government units, public institutions, association, foundations and foreign organisations) in public policy program. In that sense, the problem of building policy frameworks arises (proposal of programs, discussions, decision-making, evaluation - monitoring program application) for the development of welfare mix.
The content of the course will be as follows:
1. Historical development of civic society.
2. Basic concepts and theories of the development of welfare mix .
3. Philantropy and civil society, volunteer work as a social value.
4. Development of civil society organisations in Croatia.
5. Activity of civil society organisation in the area of public policies: social care, health care, education, housing...
6. Decentralisation and mixed social policy in Croatia.
7. The European Union and civil society, global civil society.
8. Social contracting ? examples from practice.
9. Results of recent research on civil society.
