Professor Jasna Omejec graduated from the Faculty of Law, University of Osijek in 1985. She earned her LL D in administrative law at the Faculty of Law, University of Zagreb (1994). From 1986, she was an assistant lecturer at the Department of Administrative Law at the Faculty of Law, University of Osijek. From 1990, she was first an assistant lecturer, then a senior lecturer, associate professor and full professor, and today she is a full professor with tenure at the Department of Administrative Law at the Faculty of Law, University of Zagreb.

She was a judge of the Croatian Constitutional Court (1999-2007, 2007-2016), Vice-President of the Court (2001-2003, 2003-2007) and the President of the Court (2008-2012, 2012- 2016). She was a member of the Editorial Board of the collection of papers “Selected Decisions of the Constitutional Court of the Republic of Croatia” until 2014 and the Chief Editor of the same Collection in 2015.

She has participated, as either an organiser, lecturer or participant, in more than a hundred scientific and professional domestic and international conferences, seminars and symposiums. Besides Europe, she has also held lectures in Asia (Armenia, Azerbaijan, Kazakhstan, Mongolia, South Korea), Africa (Egypt, Morocco, South Africa) and South America (Brazil, Mexico, Peru).

She is the author of the following books: The Council of Europe and the European Union: Institutional and Legal Framework (2008); The European Convention for the Protection of Human Rights and Fundamental Freedoms in the Case-Law of the European Court of Human Rights – Strasbourg Acquis (2013, including second edition in 2014). She has received two awards for that book: the 2013 Croatian Academy of Sciences and Arts award for social sciences and the 2013 Jadranko Crnić’s Foundation acknowledgement for a book of the particular significance for the legal profession. She is a co-author of the first Croatian textbook on environmental law (1997, including the third edition 2003). She is the author of more than 100 research and professional papers and articles dealing with constitutional, administrative and human rights law.

She is the Head of the Public Law Section of the Scientific Council for State Administration, Judiciary and the Rule of Law of the Croatian Academy of Sciences and Arts. She is a full-founder member of the Croatian Academy of Legal Sciences and the Croatian Association for Constitutional Law.

Since 2017, she has been the President of the Mediation Centre at the Croatian Chamber of Economy (CCE) and the CCE Permanent Arbitration Court arbitrator. Until 2021, she was the President of the Court of Honour at the CCE.

Since 2019, she has been the ad hoc judge of the European Court of Human Rights from Croatia.

From 2005 to 2010, she was a substitute member, and since 2010 she has been a member of the Venice Commission from Croatia (re-appointed in 2014, 2018 and 2022). She was a member of its Board and the Co-Chair of the Joint Council on Constitutional Justice. She was also the Chair of the Sub-Commission for Judiciary and Vice-Chair of the Sub-Commissions for Gender Equality and Fundamental Rights. She is the Vice-Chair of the Sub-Commission for the Rule of Law.

She is a member of the Advisory Board of the Max Planck Encyclopaedia of Comparative Constitutional Law, Heidelberg, Germany.

She has been an international legal expert in various missions of the European Commission (EU), the Council of Europe, and the Organisation for Security and Co-operation in Europe (OSCE).
