COMPETENCES IN THE EU: A NEVER-ENDING STORY

SEMINAR TOPIC

The 21st session of the Jean Monnet Seminar, organised by the Jean Monnet Department of European Public Law, University of Zagreb, Faculty of Law, will focus on the topic “Competences in the EU: A Never-Ending Story”. From the very beginning of the European integration, the question of defining and understanding the distribution of powers between the European Union and its Member States, as well as between the European Union institutions, has been regarded as one of the core questions of EU law. The topic covers different issues such as delimitation of competences, regulatory principles regarding the exercise of such competences or even the division of powers in the implementation of EU acts. All these issues are a constant source of debate on what kind of Europe and what level of closeness and integration we want to achieve. This event will provide a platform for such on-going debate.

 

Paper proposals may cover a variety of topics exploring different perspectives and issues related to the topic of competences in the EU, including but not limited to:

– Theoretical concepts of competence
– Allocation of competences (in EU law and practice) – health, culture, internal market, fundamental rights, CFSP, external relations, etc.
– Political and legal limitations to EU competences
– The role and jurisprudence of the Court of Justice of the European Union regarding competences in the EU

STRUCTURE OF THE SEMINAR

The Seminar entails two parts – talks by prominent speakers (academics and senior practitioners) and presentations by PhD candidates and early-career academics.

 

APPLICATION

Organisers welcome researchers interested in presenting a paper dealing with the topic of the Seminar. Candidates are invited to apply by submitting a paper proposal (500 words max) and a CV by 31 January 2024 to jmseminar.dubrovnik@gmail.com. Accepted candidates will be invited to submit their papers for publication in the Croatian Yearbook of European Law & Policy (to be issued in December 2024, www.cyelp.com).

 

GRANTS
