What should the next generation of EU public procurement rules achieve? Can simplification go hand in hand with stronger competition, effective legal protection and increasingly ambitious policy goals? Following the European Commission’s publication of its proposal for a Public Procurement Act on 9 September 2026, these questions have become central to the debate on the future of European public procurement. The second edition of Public Procurement – A New Way Forward comes at an important moment, and we hope the conference will make a meaningful contribution to this discussion. 

Bringing together leading speakers from Croatian and European academia and practice, including the European Commission’s Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW), the conference will examine the proposed reform and some of the most pressing challenges in public procurement. Three panels will explore the revision process, competition and collusion, and contract modifications and dispute resolution. From tackling bid rigging to protecting unsuccessful tenderers and managing changes during contract execution, our goal is to connect academic debate with practical experience—and offer possible solutions. 

The conference is organized by the University of Zagreb Faculty of Law and the Croatian State Commission for Supervision of Public Procurement Procedures (DKOM).
