Tereza Rogić Lugarić graduated and obtained her master’s and Ph.D. degrees from the Faculty of Law in Zagreb. She is employed at the Faculty of Law, Departments of Financial Law and Financial Science, as a full professor. Since October 2021, she has been the head of the Department of Financial Law and Financial Science and the head of the specialist postgraduate study “Fiscal System and Fiscal Policy”. She spent the period from May to November 2016 at the Australian National University (Crawford School of Public Policy, Tax and Transfer Policy Institute) as a visiting researcher and recipient of an Australian Government scholarship (Australia Awards – Endeavor Fellowship and Scholarship).

The areas of her narrow professional interest include public finance, budget law, tax law and procedure, fiscal federalism. She is a teacher and holder of various courses in the integrated undergraduate and graduate university Legal Studies, Professional Tax Studies, Professional and Specialist Graduate Studies in Public Administration and postgraduate (doctoral) studies “The Fiscal System and Fiscal Policy”, “Public Law and Public Administration” and “Social Policy”. So far, she has been a researcher in several scientific and professional International and domestic projects and co-leader of a bilateral scientific project. She has reviewed papers for a number of scientific journals. She has presented her work at several domestic and foreign scientific and professional conferences and participated in the organisation of four international conferences. She has published, independently and in co-authorship, a number of scientific and professional papers, three books and two textbooks, one of which has the status of a university textbook. She is the president of the Croatian Branch of the International Fiscal Association (IFA Croatia). She is a member of the Australia Global Alumni Association, Institute of Public Administration (a member of the Secretariat). She is the deputy chairman of the examination commission for tax advisor examination. In two terms of office (2012-2019, 2019-2021), she served as a vice dean at the Faculty of Law in Zagreb. She has a good command of English and French and speaks some German and Italian.
