Tihomir Katulić was born in 1979 in Zagreb. In 1997, he graduated from Zagreb’s 5th Science and Mathematics Grammar School. In 2003, he graduated from the Faculty of Law, University of Zagreb, where, in the same year, he enrolled in a scientific post-graduate course in Commercial Law and Company Law. In 2009, he enrolled in the doctoral study in commercial law and company law. In 2012, he received his doctoral degree, defending the dissertation titled “Digital content management in the information society”. From 2003 to 2004, he worked in the CERT of the Croatian Academic Research Network (CARNet) as an expert associate on the tasks of processing security incidents and creating professional literature in the field of information security. From 2004 to 2006 he worked as an intern, expert associate and attaché in the Ministry of Foreign Affairs and European Integration of the Republic of Croatia, in the Department of International Economic Organizations and Integration. In 2006, he moved to the Department of Legal Informatics at the Faculty of Law, University of Zagreb as an assistant, where he currently works as an associate professor. He participates in the courses in IT Law, Basics of Information Security, Internet Management, Electronic Media Law, Privacy in Electronic Communications, Statistics and Informatics, Basics of Computer Science, Informatics and Information Law and Protection of Personal Data at the Faculty of Electrical Engineering and Computing. He teaches courses in the postgraduate specialist study in Information Security (FER) and Intellectual Property (University of Zagreb).

He is the president of the Council of Experts of the State Institute for Intellectual Property, head of the Croatian department of the International Association of Privacy Professionals (IAPP), president of the Program and Organization Committee of the MIPRO ICTLAW conference (www.mipro.hr), and a member of the external expert committee of the European Data Protection Board.
