Description:

Definition and development of public administration, administrative organization and management. Administrative systems (territorial, functional and associative). Public administration and society, development of administration: tendencies of growth, differentiation, professionalization, limitation of coercion and informatization. The role of citizens in relation to administration. Public administration and political system: political supervision of administration. Organization, organizational structure, reorganisation. State administration in Croatia. Local self-government in Croatia. Civil servants system and legislation, Civil servants ethics. Administrative reforms. European administrative space.

Knowledge and understanding

After successfully completing the course, students will be able to:

 

- define basic concepts of public administration such as administrative organisation, public affairs, management, public management, public services

- identify and describe social development trends and explain how they reflect on the development of public administration

- explain the influence of the development of political systems on the development and position of public administration 

- understand the structure, organisation and functions of the state administration and territorial self-government in general, and in the Republic of Croatia

- explain basic determinants of human potential management in public administration, civil servant law and civil service system

- explain the reasons for reforms of public administration 

- identify legal rules that regulate organisationa nd system of Croatian state administration, territorial self-government and tax administration.

 

Application

After successfully completing the course, students will be able to:

- outline basic characteristics of public administration

- interpret social and political causes of the development and reform of public administration, especially in Croatia

- interpret characteristic features of civil servants with regard to those employed in the private sector

- choose specific features of human potentials management in public administration

- apply basic legal rules that regulate organisation and system of Croatian state administration, local self-government and tax administration

 

Analysis

After successfully completing the course, students will be able to:

- distinguish and categorise parts of public administration - state administration, territorial self-government and public services

- analyse mutual influences of the development of administration and current social and political processes

- indicate characteristic features opf civil servants and compare different understandings, employment status and the development of the role of civil servants

- compare legal rules that regulate organisation and system of Croatian public administration

 

Synthesis

After successfully completing the course, students will be able to:

- organise all basic concepts and characteristics of public administration in a coherent whole

- construct an analysis of basic principles of operation and functioning of public administration

- propose specific functions of humanpotentials management in public administration with regard to personal function

- formulate legal regulation of the organisation and system of Croatian public administration

- propose reform measures that should lead to acceleration and greater flexibility of Croatian administrative system

 

Evaluation

After successfully completing the course, students will be able to:

- compare parts of public administration and basic administrative systems and select their specific features

- assess the influence of different social and political factors on the development and changes of public administration

- evaluate implemented and planned reforms of Croatian public administration and their influence on administrative organisations

- examine and evaluate legal rules that regulate the organisation and system of Croatian public administration.

Practical and Generic Skills:

After successfully completing the course, students will be able to:

1. publicly present acquired learning outcomes;

2. actively follow and analyse organisational and personal aspects of the state administration and territorial selg-government in Croatia

3. adequately present and express their own attitudes and convictions about public administration

Matching Assessments to Learning Outcomes:

Knowledge is tested by written and oral examinations.

Written examination consist of the reproduction of acquired knowledge and its understanding.

Oral examination consist of testing application and analysis of acquired knowledge.
