Ovo se posebno po\u010delo mijenjati kroz koncept \u201dekonomski najpovoljnije ponude\u201d kroz koji cijena postaje samo jedan od kriterija ocjenjivanja ponuda. Ipak \u2013 najve\u0107a promjena dolazi kroz shva\u0107anje kako se postupci javne nabave, odnosno ogromna kupovna mo\u0107 dr\u017eave, mo\u017ee koristiti i za ostvarivanje nekih drugih (sekundarnih) ciljeva. Jedan od najva\u017enijih sekundarnih ciljeva je odr\u017eiva javna nabava, koja se naj\u010de\u0161\u0107e dijeli na zelenu (okoli\u0161nu) i dru\u0161tveno odgovornu nabavu. Zelena javna nabava je ve\u0107 dugi niz godina na razini Europske unije (EU) ali i Republike Hrvatske (RH) prepoznata kao iznimno va\u017ean cilj, te postoji niz zelenih kriterija koja naru\u010ditelji u RH redovito koriste u svojim postupcima javne nabave. Va\u017enost zelena javne nabave je toliko prepoznata da postoje posebni alati (npr. web stranica <a href=\"https:\/\/zelenanabava.hr\" target=\"_blank\" rel=\"noopener\">https:\/\/zelenanabava.hr<\/a> ) kojima se poti\u010de implementacija zelenih kriterija i kojima se \u0161ire primjeri dobrih praksi. Tako\u0111er, u godi\u0161njim Statisti\u010dkim izvje\u0161\u0107ima o javnoj nabavi postoje posebna poglavlja kojima se prati primjena zelenih elemenata u javnonabavnim postupcima.<\/p>\n<p style=\"padding-left: 40px; text-align: left;\">Na\u017ealost, situacija je zna\u010dajno lo\u0161ija sa dru\u0161tveno odgovornom javnom nabavom. Dru\u0161tveno odgovorna javna nabava sve do 2025. nije bila posebno zastupljena u statisti\u010dkim izvje\u0161\u0107ima, ne postoje online alati sa primjerima dobre prakse, a neka na\u0161a istra\u017eivanja pokazuju iznimno malo kori\u0161tenje dru\u0161tveno odgovornih elemenata u postupcima javne nabave \u2013 samo u oko 4% javnonabavnih postupaka u 2022. (Turudi\u0107, M., Dragojevi\u0107, M., Discretionary Exclusion Grounds in Directive 2014\/24\/EU: A Missed Opportunity for Socially Responsible Public Procurement?, EPPPL 1(2023)).<\/p>\n<p style=\"padding-left: 40px; text-align: left;\">Stoga su glavna pitanja na koja \u017eelimo odgovoriti ovim projektom sljede\u0107a;<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"text-align: left;\">Koliko se zaista u postupcima javne nabave od stupanja na snagu novog Zakona o javnoj nabavi (2017.) koriste elementi dru\u0161tveno odgovorne javne nabave?<\/li>\n<li style=\"text-align: left;\">Koje su glavne prepreke naru\u010diteljima u kori\u0161tenju elemenata dru\u0161tveno odgovorne javne nabave u RH?<\/li>\n<li style=\"text-align: left;\">Na koji na\u010din se mo\u017ee promijeniti normativni okvir (kratkoro\u010dno i dugoro\u010dno) kako bi se omogu\u0107ilo ve\u0107e kori\u0161tenje elemenata dru\u0161tveno odgovorne nabave u RH?<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<hr \/>\n<p class=\"p1\" style=\"padding-left: 40px; text-align: left;\"><b>Project summary<\/b><b><\/b><\/p>\n<p class=\"p2\" style=\"padding-left: 40px; text-align: left;\">Public procurement procedures have long ceased to be solely and exclusively procedures through which contracting authorities acquire the highest-quality goods, services, and works for the lowest price. This shift has been particularly driven by the concept of the \u201cmost economically advantageous tender,\u201d under which price becomes only one of the evaluation criteria. However, the biggest change comes from recognizing that public procurement procedures \u2014 and the state\u2019s enormous purchasing power \u2014 can also be used to achieve other (secondary) objectives. One of the most important secondary objectives is sustainable public procurement, which is most often divided into green (environmental) and socially responsible procurement.<\/p>\n<p class=\"p2\" style=\"padding-left: 40px; text-align: left;\">Green public procurement has for many years been recognized as an extremely important objective at both the level of the European Union (EU) and the Republic of Croatia (RC). There is a wide range of green criteria that contracting authorities in Croatia regularly use in their public procurement procedures. The importance of green public procurement is so widely acknowledged that special tools exist (e.g., the website https:\/\/zelenanabava.hr) to encourage the implementation of green criteria and to disseminate examples of good practice. In addition, annual Statistical Reports on Public Procurement contain dedicated chapters monitoring the application of green elements in procurement procedures.<\/p>\n<p class=\"p2\" style=\"padding-left: 40px; text-align: left;\">Unfortunately, the situation is significantly worse with regard to socially responsible public procurement. Until 2025, socially responsible procurement was not specifically represented in statistical reports, there are no online tools with examples of good practice, and some of our research shows extremely limited use of socially responsible elements in public procurement procedures \u2014 only about 4% of procedures in 2022 (Turudi\u0107, M., Dragojevi\u0107, M., <i>Discretionary Exclusion Grounds in Directive 2014\/24\/EU: A Missed Opportunity for Socially Responsible Public Procurement?<\/i>, EPPPL 1(2023)).<\/p>\n<p class=\"p2\" style=\"padding-left: 40px; text-align: left;\">Therefore, the main questions this project seeks to answer are:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"text-align: left;\">\n<p class=\"p1\">To what extent have elements of socially responsible public procurement been used in procurement procedures since the entry into force of the new Public Procurement Act (2017)?<\/p>\n<\/li>\n<li style=\"text-align: left;\">\n<p class=\"p1\">What are the main obstacles faced by contracting authorities in using socially responsible procurement elements in Croatia?<\/p>\n<\/li>\n<li>\n<p class=\"p1\" style=\"text-align: left;\">How can the regulatory framework be changed (in the short and long term) to enable greater use of socially responsible procurement elements in Croatia?<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp;
