Description
The basic goal of the paper is to introduce students with practical work in law drafting, drafting of Government regulations and state administration s implementing acts, drafting of general acts of local and regional self-government units, drafting of general acts of public institutions and of other legal persons with public authority and drafting individual acts.

Cognitive Skills:

Knowledge and understanding

After successfully completing the course, students will be able to:

1. define methods of drafting regulations

2. describe and understand the manner of passing, changing and revoking regulations

3. describe prerequisites for making and passing normative acts

4. explain linguistic and logical expression of legal regulations

5. define parts of regulations

6. understand specific features of nomotechnique of European general acts

 

Application

After successfully completing the course, students will be able to:

1. apply general principles of nomotechnique in drafting legal regulations

2. outline a draft regulation

3. outline a draft of individual and general administrative acts

4. prepare a revised text of a legal regulation

 

Analysis

After successfully completing the course, students will be able to:

1. distinguish legal regulations made by the state and other bodies

2. distinguish legal acts in Croatian and European legal system

3. analyse the hierarchy of legal regulations

4. analyse the structure of a legal norm

5. differentiate prerequisites for passing and preparing legal regulations

 

Synthesis

After successfully completing the course, students will be able to:

1. formulate practical problems connected with the preparation of regulations and pasing concrete acts in administration

2. pepare a draft regulations

3. prepare a draft general acts

4. prepare and propose a draft of an individual act

 

Evaluation

After successfully completing the course, students will be able to:

1. examine the procedure of passing legal regulations

2. compare different methods of making legal regulations

3. select an appropriate method for making legal regulation

Practical and Generic Skills:

After successfully completing the course, students will be able to:

1. publicly present acquired leearning outcomes

2. logically connect and distinguish among basic concepts of nomotechnique

Knowledge is tested by concrete tasks/assignments. Each task is graded, and the final grade is an arithmetic mean of all grades.
