Introduction: the fundamental issues of state administration. Territorial administrative system and institutional innovations in state administration. Administrative functions and changes related to personnel in contemporary administrative systems. Relevant environment of state administration. Knowledge and understanding

After successfully mastering the course, students will be able to:

- Identify organisations of territorial administrative system and describe main institutional innovations in the state administration system and their effects

- Enumerate and classify administrative tasks, and describe changes in the manner of their performance, as well as staffing changes in modern administration systems

- Explain public administration system in Croatia and the place of the state administration in that system

- Identify and discuss various forms of influence of the legislative and executive power on the state administration

- Label and explain different forms of control of Croatian public administration

- Identify and explain instruments and regulations which guarantee citizens realisation of their rights in the relation with the state administration

- Explain the importance of coordination in administration and the concept and types of coordination

- Define and classify basic concept related to public services in EU law and politics, and the framework of public services operation in Croatia

- Define and describe different types of modern administrative reforms and explain their effects

- Enumerate and describe main principles, trends and measures of modernisation of Croatian public administration.

Application

After successfully mastering the course, students will be able to:

- Apply different forms of systematisation of the tasks of territorial administrative system to Croatian public administration

- Interpret the position of state administration in q wider political-administrative system in Croatia

- Illustrate the position of citizens in relation to the state administration

- Use acquired knowledge about the agency model for understanding the development of public sector in Croatia

- Apply acquired knowledge about the state administration system and its functioning on solving practical tasks

- Use insight on processes of coordination and integration in administration for understanding and interpreting coordination activities in Croatian state administration

- Interpret operational framework of public services in Croatia

- Apply knowledge on effects of managerial reforms on public adminstration in Croatia

Analysis

After successfully mastering the course, students will be able to:

- Distinguish basic characteristics and problems of various administrative systems

- Differentiate and compare various types of state administration environments and describe the relation of the state administration and its relevant environment (political system and citizens)

- Analyse the position of the state administration in the political-administrative system and public administration system in Croatia, and the relation between public authorities and public services

- Differentiate categories of the staff employed in Croatian state administration and their various roles

- Distinguish types of state administration tasks

- Analyse services of general interest in EU law and politics

- Compare the European and Croatian framework of public services operation

- Analyse the effects of modern managerial reforms of public administration

Synthesis

After successfully mastering the course, students will be able to:

- Prepare an elementary draft of changes of the existing regulation of state administration system and public services in Croatia

- Gather publicly available documentation about various forms of control over Croatian state administration

- Design measures for the improvement of the position of citizens towards state administration in Croatia

- Propose measures for the improvement of existing mechanisms of coordination in Croatian state administration

- Obtain data about the public administration reform in Croatia and prepare a proposal of measures for the improvement of its organisation and functioning

Evaluation

After successfully mastering the course, students will be able to:

- Compare fundamental characteristics of the state administration system and public services

- Evaluate existing system of state administration and public services in Croatia

- Assess the efficiency of various control mechanisms of the state administration

- Evaluate adequacy of the existing system of protection of the rights of citizens in relation to the state administration in Croatia

- Estimate successfulness of the Croatian public administration system reform

- Recommend measures for modernisation of Croatian public administration

Practical and Generic Skills:

After successfully mastering the course, students will be able to:

1. publicly present learning outcomes;

2. actively follow and analyse the position of the state administration and public services in the public administration system;

3. present and express their own standpoints and opinions about the state administration and public services in an appropriate manner.

Matching Assessments to Learning Outcomes:

Knowledge is tested by written and oral examinations.

1. Written examination

Written examination consists of defining and explaining basic concepts and phenomena, recognising and grouping adequate phenomena and categorising basic concepts and explanations.

2. Oral examination

Oral examination consists of a comparison of basic concepts and phenomena, and demonstration of the ability to apply them within the work of administrators.
