Introduction and general issues: The concept and definition of international law. Classifications of international law. The legal nature of international law. The relationship between international law and municipal law. The history and development of international law. The development of international legal doctrine.
The sources of international law: Customary law. Treaty law. General principles of law. Subsidiary means for the determination of international law: judicial decisions and doctrine. Other possible sources of international law. The codification and progressive development of international law.
The subjects of international law: General issues. International organizations. The state: creation and extinction, recognition of states and governments, fundamental rights of states, federal states. Dependent territories. Insurgents and liberation movements. Territories with special status, the Holy See and the Vatican City State. Permanently neutral states.
Spaces in international law: State territory. Boundaries. International rivers. The sea, sea-bed and its subsoil. International canals. Airspace. Outer space. The acquisition of territory. State succession. International servitudes.
The individual in international law: Nationals and foreigners. The international protection of human rights. The protection of minorities and indigenous peoples. The criminal responsibility of individuals.
Organs of international relations: General issues. Heads of state, heads of government, governments, and ministers for foreign affairs. Diplomatic missions. Diplomatic privileges and immunities. Consuls. International officials.
Unilateral (legal) acts and treaties (international legal transactions): General issues. Unilateral (legal) acts. Treaties: general issues, notion and types. The making of Treaties. Treaties and third parties. The effect and operation of treaties. The termination of treaties.
International organizations: United Nations: general issues, purposes and principles, members, organs, non-member states. Specialised agencies and other bodies within the United Nations system. Regional organizations.
The peaceful settlement of international disputes and the maintenance of international peace: Overview of dispute settlement means. Mediation. Inquiry. Conciliation. Arbitration. International Court of Justice and other permanent international tribunals. The role of the United Nations in peaceful settlement of disputes and maintenance of international peace. Arms control and disarmament.
Internationally wrongful acts and means of self-help: General issues. Elements of an internationally wrongful act. Circumstances precluding wrongfulness. Consequences of internationally wrongful acts. Invocation of responsibility. Reprisals. Retorsion.
The law of armed conflicts: Sources. The concepts of armed conflict and war. Theatre of war. Persons involved in armed conflict. Constraints on the conduct of hostilities. The protection of the wounded, the sick and prisoners of war. The protection of civilians. Belligerent occupation. War at sea. Neutrality. Prize law.
